Zhejiang attaches great importance to the development of the ship transportation industry in major coastal port areas and surrounding waters, increases policy support for containers, and orderly promotes the "consolidation to distribution" in inland river areas. It was learned from the Zhejiang Provincial Port and Shipping Management Center that in the first half of 2023, the development momentum of inland container transportation in Zhejiang Province was steady, the scale of transport capacity was steadily expanding, and the route network was expanded and optimized. As of the end of June this year, there were a total of 417 container ships and multi-purpose ships in Zhejiang Province. The ship types were mainly 36 TEU, 64 TEU and 48 TEU, accounting for 51.1% respectively. , 20.6% and 11.8%, the ships are distributed in Hangzhou, Jiaxing, Huzhou, Shaoxing, Ningbo and Quzhou.
With the rapid development of Zhejiang’s coastal ports and the proposal of the Ministry of Maritime Safety Administration’s all-factor water “big traffic management” construction goal, the need to coordinate and implement the integration of Zhejiang’s coastal transportation organizations is becoming increasingly urgent. In order to further improve the efficiency of ship traffic in Zhejiang's major coastal ports and surrounding waters, ensure the safety of ship navigation in the waters, standardize navigation order, and improve ship traffic efficiency, the Zhejiang Maritime Safety Administration has formulated the "Implementation Measures for the Organization of Ship Traffic in Zhejiang's Main Coastal Ports and Surrounding Waters" (referred to as the "Measures") are hereby announced and will come into effect on October 8, 2023.
This marks the full implementation of the integration of Zhejiang coastal ship traffic organization.
The "Measures" have a total of four chapters and 29 articles, including four chapters: general principles, general provisions, special provisions on the transportation organization of each port area and supplementary provisions, which clarifies the implementation of the water area (port area and surrounding waters refer to the core port area of Ningbo Zhoushan Port and the waters of Xiangshan Port, the waters of central and northern Zhoushan, the waters of Yueqing Bay, the waters of Jiaxing Port, etc.), as well as applicable requirements for ships, traffic organization principles, reporting procedures, integrity management, etc. In particular, the special regulations on water transportation organization in each port area describe the principles of important regional transportation organizations such as the core port area of Ningbo Zhoushan Port and Xiangshan Port in sections.
